Re-vendors the canonical files from sneak/prompts commit e3f79c4 (e3f79c49da), as planned on #221.
The dotfiles, REPO_POLICIES.md and the standard scripts are fetched whole from that commit. pixa's own entries follow the standard part of .gitignore and .dockerignore; .gitignore gains *.log, *.out and *.test.
The scripts pass a new CACHEBUST build argument in place of --no-cache, and every Dockerfile stage declares it first. Every RUN step still runs on every build, but Go's build cache, mounted on the steps that compile, is kept. The lint and test builds no longer write the pixa-lint and pixa-test images.
The lint phase runs golangci-lint v2.14.0. The test phase moves to the Debian Go image, as the policy asks, so the tests run against Debian's libvips and libheif while the shipped image stays on Alpine. Installing Debian's libvips-dev, several hundred packages, takes most of each test run.
script/bootstrap, script/fmt and script/fmt-check use the node on PATH only when it has the pinned major version.
The agent guidance moves unchanged from CLAUDE.md to a root AGENTS.md, where REPO_POLICIES.md keeps it.

Rule suppressed: gosec G703 on the os.Stat of the fixed config file locations in internal/config/config.go.
Deviation: the workflow keeps its script/docker-smoke step, which the canonical file lacks, while #203 waits on the owner.
