have it deploy parallel workers for all open issues

Open upaas issues at filing time, each to get its own worker now, in parallel, instead of one after another:

  • #261 docker build . fails on next (already in progress; keep it first in line for review)
  • #262 application list overflows its card
  • #260 allow dots in app names
  • #259 remove buildarch

#180 (branch protection on main) is a repository-settings action only sneak can take as admin; it is not a worker unit.

Definition of done

  • Each of 259, 260, 261 and 262 has its own issue-to-pr worker running at the same time (within the shared cap of 10 workers per account), each producing one PR against next.
  • Each PR passes an independent review on a head rebased onto current next, docker build . and make check pass on it, and it is squash-merged to next, closing its issue.
  • next stays green throughout; the milestone PR #244 is updated to cover them and stays mergeable.
  • Any issue filed in upaas while this is open gets a worker the same way.

On next (d3b9c6f, docker build . and make check pass on a fresh clone), each reviewed and squashed:

  • #259 (no buildarch; architecture from runtime.GOARCH)
  • #260 (dots in app names)
  • #262 (Applications table inside its card)
  • Filed while this was open: #266 (git-ignored secrets out of the build), #269 (.git/config out of the build), #272 (top bar overlap in a narrow window)

Open: #261. The failure does not reproduce here on a clean clone or on a working copy set up like a developer's; it needs your docker build output, asked for on the issue. This stays open until 261 lands. #244 carries all of the above and is mergeable.
