The environment variable editor on the app page (templates/app_detail.html, line 181 on next) says "⚠ Container restart needed after env var changes." That is wrong. Environment variables are fixed when a container is created; upaas's restart stops and starts the same container, so it keeps the old values. Only a deploy or a rollback, which creates a new container, picks up the new ones. The page also has no restart button to act on the hint. The line's colour class (text-amber-600) is not in the built stylesheet, so it shows unstyled.
The hint says that changes take effect at the next deploy or rollback, in one plain sentence, styled with a class the built stylesheet has (the page's existing warning style).
A page test checks the hint's wording.
