TODO.md now gives 96 seconds as the AVIF time at quality 85, and says "at any quality" only of the 23, 27 and 34…

A client that stops sending with little of its body left after the app has answered is timed out (closes #136)

The test's app now answers half the timeout after it has taken the bytes the client sent, as in TestClientStopsSendingAfterTheAppHasAnswered, so in every subtest smallwebwaf is already waiting…
