docs: attach parseCIDRList doc to its own function
The paragraph describing parseCIDRList sat above defaultTrustedProxies
with no separating blank line, so both bound to defaultTrustedProxies as
one doc block and parseCIDRList had none. Move it to immediately precede
func parseCIDRList.
