sneak e555bba5b9 Re-vendor the canonical files from sneak/prompts at e3f79c4 (closes #221) 
The vendored dotfiles, REPO_POLICIES.md and the standard scripts are
fetched from sneak/prompts commit e3f79c4, with pixa's own entries kept
after the standard part. The scripts pass a new CACHEBUST build argument
in place of --no-cache and every Dockerfile stage declares it first, so
every RUN step reruns while Go's build cache, mounted on the steps that
compile, is kept. The lint phase runs golangci-lint v2.14.0, the test
phase runs on the Debian Go image, and the build stage takes the version
as the policy gives it. The two new lint findings are fixed in the code.

Details 
Getting Started has you create config.yml at the repository root with a
real signing key, but neither .gitignore nor .dockerignore left it out,
so it could be committed and, through COPY . ., reach a build-stage
layer. .gitignore now ignores it next to config.yaml, and .dockerignore
leaves it out in every directory and in any letter case, as it already
does config.yaml and config.dev.yml.

Details 
REPO_POLICIES.md says in-repo agent scratch belongs in both .gitignore and
.dockerignore. .dockerignore already has .claude; .gitignore now has the
.claude/ entry and its comment exactly as the canonical .gitignore in
sneak/prompts has them, unanchored so it matches at every depth.

user c4368b1541 chore: remove local dev config files 
Remove config.yaml and config.dev.yml (local development configs with
hardcoded keys that shouldn't be committed). config.example.yml remains
as the canonical example config. Added removed files to .gitignore.
