Policy changes applied:
Lint phase on golangci-lint v2.14.0 by digest; it raises no findings.
New test phase on the Debian Go image, 90s timeout; the build stage depends on both phases and uses the policy's version step, -trimpath -s -w included.
script/test and script/lint build only their phase; script/cibuild runs script/bootstrap and script/check before the image build; the other generic scripts match the canonical models.
bin/tools removed: script/bootstrap installs gofumpt v0.12.0 and protoc-gen-go v1.36.11 into bin/ with go install pinned to a commit, comparing versions, and checks protoc again after unpacking. script/gofumpt and script/generate refuse any other version.
Disclosure:
Judgement call: the Go and Markdown format checks left the Dockerfile; the policy keeps formatting on the host, where script/check runs it.
