Removes the Status paragraph in TODO.md that said a docs-only commit replays from the layer cache, so that a green check on one shows a replay rather than a run.
That stopped being true with #410. The check workflow now writes the hash of the commit being checked into .ci-fingerprint, and the build context carries .git (.dockerignore leaves out only .git/config). Every commit, docs-only ones included, therefore invalidates the COPY . . layer of both check stages, and the checks run. The README's "CI gate honesty" section already says this, so TODO.md has nothing left to add about reading a green check. The paragraph is removed rather than restated.
Nothing else in TODO.md changes.
Deviation: this issue branch edits TODO.md, whose Workflow section reserves the file to the manager; #421 directs the edit.
Judgement call: removed rather than corrected, because a corrected paragraph would only repeat the README.
