Found by the review of #410. TODO.md (lines 43-47 on next) says a docs-only commit replays from the layer cache, so a green check on such a commit evidences a replay rather than a run. Since 410, the build context carries .git and the CI fingerprint is the hash of the commit being checked, so every commit, docs-only included, invalidates the COPY layer and genuinely executes.
Definition of done:
That paragraph says what is true now: every commit's check executes the build, since .git and the fingerprint change with every commit. Or it is removed, if nothing about reading a green check remains worth saying.
Nothing else in TODO.md changes. Docs only; reviewed like any other unit.
