A target's settings move from the per-type JSON string in
targets.config to columns: url, headers, timeout_seconds,
forward_query, archive_expiry and archive_rotation. A column a type
does not use stays empty. headers holds the header map as JSON text
through GORM's JSON serializer, and archive_expiry holds a
time.Duration, 0 meaning never. The forms check each setting once,
with the same refusals and messages, and the edit form is filled from
the columns, so the per-type config structs, their parsers and the
"could not be read" branches are gone. A delivery task carries the
six settings in place of the JSON string; tests check that each copy
into a task, and back out of one, keeps all six.

Start-up recovery and the 60-second sweep were two parallel sets of
functions doing the same job. recoverDeliveries now does it, run once at
start and then on every tick from one goroutine. A retrying delivery is
scheduled after what is left of its backoff, now if nothing is left, so
backoffElapsed is gone. The run at start still takes every pending
delivery and opens a webhook database whose file is missing; a tick
still takes only pending deliveries untouched for 15 minutes, at most
500, and skips a missing file. A retrying delivery is taken before its
event is read. The README describes one routine.

Target.MaxRetries (max_retries) becomes Target.MaxAttempts
(max_attempts), and the form field, parser and ceiling are renamed to
match. The column is NOT NULL and a check constraint refuses a value
below 1, so every target, whatever its type, is stored with at least
1. 1 is a single attempt with no circuit breaker; above 1 retries
behind the breaker up to that many attempts. Both target forms refuse
0 and less; a blank field on the add target form gives 1, and on the
edit form keeps the stored value. The target page shows the plain
number, and the README's two paragraphs on 0 against 1 become one
sentence.

The main database, each webhook's event database and each archive file
get their schema from SQL files under internal/db/migrations/, one
directory per kind. Opening a file runs, in one transaction, each file
that schema_migrations does not list. GORM stays for queries.
AutoMigrate is gone, tests included.
An event database holds only its own tables now, so the sweep that
removed target rows copied into it is deleted. The association guard
stays: without it a delivery write fails on the missing targets table.
AutoMigrate also had GORM parse every model before a handle was shared.
That is now done on its own: GORM races when two goroutines first use
models that refer to each other.

An audit of every file webhooker reads configuration or required state from found cases that carried on silently. A zero-length webhooker.db, and a missing or zero-length per-webhook database, now log the "created a new, empty database" warning naming the file; restart recovery opens every live webhook's database, checking under the manager's lock that it still exists, so a missing one is reported at start. The main database's open errors name webhooker.db, for the server and webhooker resetpw; resetpw refuses a zero-length webhooker.db. A directory in place of any database file or its -wal or -shm is refused naming it. The README says how each case is treated. Also closes#459.

The webhook page opens with a statistics pane: entrypoints and targets, deliveries in progress, the last arrival, the retention period; events, deliveries and failures, lifetime and within retention; and events, failures and failure percentage over 10 minutes and 24 hours.
Running totals, one row per target plus one for events, sit in each webhook's event database and are written in the same transaction as the rows they count; retention prunes in paused, stoppable batches and subtracts what it removes. Window figures are index-range counts on a new finished_at column. An existing event database must be recreated.

Restart recovery and the pending sweep skipped a pending delivery
whose target was missing from the batch's target map, every minute,
for the life of the database. A miss now asks loadTarget: no row
fails the delivery terminally with a recorded reason; any other error
leaves it pending, since the map is also empty when its query failed;
a target found there is used.
The failure goes through the ownership-gated function the retrying
paths already used, now failMissingTarget. Once it owns the delivery
it re-reads the row and fails it only if the status is unchanged, so
a delivery sent and settled in between is left alone.
