REPO_POLICIES.md (the README.md requirements) asks for the licence and the author in the README's first line, a License section and an Author section; routewatch's README has neither the licence nor the author up front, its License section says only "See LICENSE file.", and it has no Author section. TODO.md's Status and Next Step still describe the unmerged repo-policies-compliance branch and a missing CI workflow, both long since settled (#14).
Definition of done
The README's first line names routewatch, what it is, that it is MIT-licensed, and its author, @sneak, in the form REPO_POLICIES.md gives.
The License section says MIT and points at LICENSE; an Author section names @sneak.
TODO.md's Status, Next Step and Future Steps say what is true of next today, and Completed Steps gains a line for each issue landed since its last entry that lacks one (#1 at least). Nothing is invented: where the next step is not decided, say so.
Docs only: no code, no other section rewritten; formatted with make fmt.
