Split from #1, whose LICENSE part waits on an owner decision.

Requirements

.editorconfig copied verbatim from sneak/dnswatcher (read it through the Gitea API).
.gitea/workflows/check.yml that runs script/cibuild on push, mirroring the one in sneak/dnswatcher; any action references pinned the way that repo pins them.
Do not add a LICENSE.

Definition of done

make check and docker build . green. Commit title ends (closes #N) with this issue's number.

Added .editorconfig verbatim from sneak/dnswatcher and .gitea/workflows/check.yml mirroring it: the workflow runs script/cibuild on push (which builds the Dockerfile and runs make check), and actions/checkout is pinned by commit SHA. No LICENSE added.

Disclosure: host make check cannot verify this repo — host golangci-lint is built with go1.25 while host go is 1.26, so the lint stage crashes. The repo's authoritative gate is the Docker build with its pinned lint stage; docker build . is green (lint, fmt-check and test all ran). This change adds no Go.
