Rewrites TODO.md from scratch for #189; it does not close the issue. Every sentence is under about 30 words with one idea and the verb early. Workflow, Next Step and Future Steps are unchanged in substance. Status has its one long sentence split. Each Completed Steps entry keeps its date, its issue link and what changed; the narration of how each change was tested is cut to a sentence or dropped, since the issue holds it.
Where the old text disagreed with the code:
Entries that describe a state since changed (backend/, Dockerfile.backend, the old script/bootstrap Go check, the failed-write accounting before #123) are written in the past tense, so no sentence asserts something the tree no longer does. The entry for #54 drops "The reports of a failed write stop counting", which #123 reversed.
The entry for #104 names internal/server/routes.go, where the constant is today, not backend/internal/server/routes.go.
Disclosures:
The issue links stay: the brief says to link no issue in the documents, but TODO.md is a working list keyed by issue, and the issue's own rule forbids issue links only in documents meant for users. Sneak's call; stripping them is a one-pass change.
Pushed at commit time so nothing lived only on local disk; script/cibuild ran on the branch after the push, not before.
Entries from 2026-02 and earlier are kept as the short phrase lists they were.
No Completed Steps entry for this rewrite yet: it belongs with the merge of all three PRs.

Decided: TODO.md keeps its issue links. It is a working list keyed by issue, not a document for users, so the rule against issue links does not apply to it. This needs no answer from sneak.
