package.json runs the suite as jest --forceExit, so every make test (and so every make check, every pre-commit hook and every script/cibuild build) starts one jest worker per CPU core. On the shared 48-core build host that is about 47 worker processes and 7-8 GiB per run (the verbose rerun in script/test included), and two concurrent runs have pushed the host past its memory limit.
Implementation requirements
Run jest in one process in the test and test:verbose scripts in package.json (--runInBand, or --maxWorkers=1), a one-line change.
Measure make test before and after on the host. If one process takes it past the 30-second cap in script/test, use --maxWorkers=2 instead and say so in the PR body; do not raise the cap.

make test runs jest in at most two processes.
make test stays under its 30-second cap on the host.
