Start-up recovery and the 60-second sweep are now one routine, recoverDeliveries, run once at start and then on every tick from one goroutine. backoffElapsed and the sweep's own functions are gone.
Each difference between the two old passes, and what the routine does:
Pending deliveries: start takes all, however recent, so one a stop cut off goes out at the next start (#527); a tick takes only those untouched for 15 minutes, at most 500 per webhook. Kept.
Missing database file: start opens it, so the loss is reported; a tick skips it. Kept.
Deliveries the engine is working on, has queued or holds a timer for: both refuse them by ownership. Kept.
Retrying, backoff not over: start set a timer for the rest; a tick skipped it. Both set the timer now, as the issue asks.
Retrying, backoff over: start used a timer due now, a tick queued it directly. Both use the timer.
Webhook deleted after the list was read: only start checked before opening its database. Both check now.
Start and the first tick could overlap; now they cannot.
Pending-then-retrying order and stopping between retrying deliveries are now the same; log lines lose the retry sweep: prefix.
A retrying delivery is now taken before its event is read, so one waiting on its timer costs a tick no read of its body.
Judgement call: the routine takes whether it runs at start, not a minimum age, since start and a tick differ in three ways.

Names of the two old passes are still in comments. These lines still describe the separate sweeps this PR removes:
internal/delivery/engine.go line 1717, in the doc of takeForRedispatch: "the pending sweep"
internal/delivery/queue_depth.go line 23: "the retry sweep"
internal/database/event_tier_indexes_test.go line 82: "recovery and the retry sweep, the sweep for stranded pending deliveries"
internal/delivery/recovery_durability_test.go line 315: "the sweeps"
The README now names only the recovery routine and the sweep, which is that routine's run every 60 seconds. A reader of these lines goes looking for code that no longer exists. Acceptable: each line says "the sweep", "a tick of the sweep" or "the recovery routine", as the README does.
Four tests are still named for sweepSingleRetry, which this PR deletes. They are TestSweepSingleRetry_TypeNoLongerRetries and TestSweepSingleRetry_UnknownTargetType in internal/delivery/engine_integration_test.go, and TestSweepSingleRetry_TargetDeleted and TestSweepSingleRetry_TargetNeverExisted in internal/delivery/terminal_state_test.go. The PR already renamed the TestRecoverInFlight_… tests for the same reason. Acceptable: name each test for what it runs now, recoverSingleRetry on a tick, so it reads differently from its at-start twin.
The doc of recoverPendingDeliveries gives an incomplete list of causes as if it were complete. In internal/delivery/engine.go, lines 968 to 971 list how a pending delivery ends up not held by the engine. The list leaves out two cases: a task dropped because the delivery channel was full (dropped by Notify, or by the routine's own queueRecovered), and a delivery whose worker could not open the webhook's database. The sweep exists for exactly these cases, and the doc of recoverDeliveries itself names the full channel. Acceptable: add both cases to the list, or stop presenting it as complete.
Judgement call: I accept both choices the PR body discloses: the true/false at-start parameter instead of a minimum age, and taking a retrying delivery before its event is read.

Those four comments now say "a tick of the sweep" or "the recovery routine". The remaining "restart recovery" and "startup recovery" wording now says "the recovery routine" or its run at start. That covered comments in internal/delivery and internal/database/retention.go, one test failure message, and the README's circuit breaker paragraph.
Renamed to TestRecoverSingleRetry_OnTick_…. The pending-delivery tests named for the deleted recoverPending and sweepWebhookPending are now TestRecoverPendingDeliveries_…, and the one that runs on a tick is TestRecoverPendingDeliveries_OnTick_TargetDeleted.
The doc adds both missing cases and now gives its list as examples, not as complete. The doc of recoverDeliveries now gives its list as examples too.

retrySweepInterval still names the retry sweep this PR removes.internal/delivery/engine.go declares it at line 46 and uses it at line 656, and the comments at lines 43, 68 and 652 name it. It sets how often the sweep runs, and the sweep handles pending and retrying deliveries alike. The README now calls that run "the sweep", and the retry sweep: log prefix is gone. A reader of the name goes looking for a sweep of retries alone, which no longer exists. Acceptable: name the constant for the sweep, for example sweepInterval, and update its uses and those comments to match.
Judgement call: pendingSweepMinAge and pendingSweepBatch read as the sweep's limits on pending deliveries, which still exist, so I do not ask for them to change.

Start-up recovery and the 60-second sweep were two parallel sets of
functions doing the same job. recoverDeliveries now does it, run once at
start and then on every tick from one goroutine. A retrying delivery is
scheduled after what is left of its backoff, now if nothing is left, so
backoffElapsed is gone. The run at start still takes every pending
delivery and opens a webhook database whose file is missing; a tick
still takes only pending deliveries untouched for 15 minutes, at most
500, and skips a missing file. A retrying delivery is taken before its
event is read. The README describes one routine.

Review: pass. One recovery routine now runs at start and on every tick of the sweep, as #542 asks; each difference from the two old passes is handled as the PR body states, the earlier findings are all fixed, and the tests cover every case the definition of done names.
