The CI runner image starts with empty package lists, so installing Go failed with E: Unable to locate package golang and every CI run stopped at bootstrap (#508).
Worth knowing: the runner's apt package is Go 1.22. The go command fetches the newer toolchain that go.mod asks for, but the host-side gofmt in script/fmt-check stays at 1.22; it accepts this tree.
The CI job, script/cibuild, passed end to end in the runner's image (docker.gitea.com/runner-images:ubuntu-latest), run locally as root with the host's Docker socket, from a fresh clone of this branch.
Unverified: the branch's own CI run has not run; it is queued behind the runner outage (sneak/project-management#28) and must pass once the runner is back.
