Implement a JSON API at /api/v1/* for programmatic access.

From TODO.md Phase 4.1:

  • /api/v1 route group with JSON responses
  • CRUD endpoints for apps
  • Deploy trigger and deployment list endpoints
  • API token authentication
  • API documentation in README
