Per REPO_POLICIES.md: new repos must contain REPO_POLICIES.md (copy from the prompts repo). The upaas repo has CONVENTIONS.md instead, which is a different document (Go HTTP server conventions). A copy of REPO_POLICIES.md should be added to the repo root.
