refactor: export SanitizeTail and DefaultLogTail directly instead of wrapping

- Rename sanitizeTail → SanitizeTail (exported)
- Rename defaultLogTail → DefaultLogTail (exported)
- Delete export_test.go (no longer needed)
- Update test to reference handlers.SanitizeTail/DefaultLogTail directly
