Some index files and packages got 503 Service Unavailable, while others fetched in the same run succeeded. apt is given no retries, so one brief 503 fails the whole build. The checks of make check passed both times. Severity: minor (the image cannot be built while the server is unreliable; nothing reaches a running smallwebwaf).

Give both apt-get calls in the Dockerfile retries with apt's own options, for example -o Acquire::Retries=5. apt waits longer before each retry by default. Keep the snapshot date, the hash check of the package lists and everything else as they are.
