Replaces .golangci.yml with the current canonical file from the prompts repo, copied unchanged from main (last changed by sneak/prompts#55). It swaps the deprecated gomodguard linter for gomodguard_v2, so make lint no longer prints the deprecation warning reported in #26.
The new file also turns depguard on. The old copy had it disabled. Its rule stops a file that is not a test from importing net/http/httptest. The file says a repo may add its own test-support packages to that list, but this repo has none, so nothing was added.
The new config raises no findings here, so no Go code changed.
TODO.md gets one Completed Steps entry.
