Every CI run failed within seconds because the job image (docker.gitea.com/runner-images:ubuntu-latest) ships with empty apt package lists, so script/bootstrap could not find the golang package to install. Fixes #12.
script/bootstrap now runs apt-get update (noninteractive, through $SUDO like the install) on the apt path. It sits in detect_pkgmgr, whose body runs only once and only when pkg_install is first called, so the lists are refreshed exactly once before the first install and never on a host that already has git, make and go.
Nothing after the bootstrap needed a change: the image's Ubuntu ships Go 1.22, which meets go.mod, and supplies the host gofmt that script/fmt-check uses.
