- Add handleIPLookup handler that uses GetASInfoForIP
- Create writeJSONError and writeJSONSuccess helper functions
- Refactor all JSON error responses to use the helpers
- Add GetASInfoForIP to Store interface
- Add mock implementation for tests
- Fix all linter warnings
