The "Workflow" list at the top of TODO.md said to branch from main and to merge to main or open a pull request. It now says, as the README's "Development workflow" section does since #135:
branch from next;
open a pull request that targets next;
once it has passed review, the repository manager squash-merges it into next;
only sneak merges next into main.
The other list items are unchanged, and a Completed Steps entry records the change.
No other sentence in the repo says work branches from or merges into main, and REPO_POLICIES.md does not contradict the policy.
Judgement call: the pull request items come after "push", since a pull request needs the pushed branch.
