Every RUN step that builds, tests or lints now runs under nice -n 19, per the owner's order. Installs, dependency downloads, copies and the runtime ENTRYPOINT are unchanged.
prompts/REPO_POLICIES.md gains the rule as one bullet, next to the Dockerfile rule, and last_modified moves to today.
The canonical Go Dockerfile in REPO_POLICIES.md follows it: the lint run, both go test runs (including the verbose rerun) and the go build.
This repo's own Dockerfile follows it: the prettier lint step, and the test placeholder echo, so a repo seeded from it keeps nice when it puts a real test command there.
nice comes from busybox in the alpine images and coreutils in the golangci-lint image, so no stage needed anything installed.

The owner ordered every build, test and lint step in every Dockerfile to
run at the lowest priority. REPO_POLICIES.md gains that rule in one
line, and both Dockerfiles this repo hands out follow it: its own, and
the canonical Go example in REPO_POLICIES.md. Installs, dependency
downloads and the runtime entrypoint are left at normal priority.
