Adds prompts/API_POLICIES.md with sneak's rule from sneak/routewatch#199: a value in an API response is never a string with a label or unit in it. A native value is sent as that type, with its unit in the field name. One example shows "execution_time": "0 ms" against "execution_time_ms": 0.
The list at the top of REPO_POLICIES.md and the two code style commands in the README now name the new file.
Not visible in the diff:
The file sits in prompts/ beside the styleguides, not at the repo root, as the plan on #137 says.
The root REPO_POLICIES.md is a symlink to prompts/REPO_POLICIES.md, so one edit changes both.
The README commands said "language-specific styleguides". They now say "other documents", because the new file is not tied to a language.
