The IRC listener's JOIN now passes the channel key on, INVITE records
the invite, LIST and WHOIS hide +s channels from non-members with the
queries the HTTP API uses, and PRIVMSG to a +H channel gets 404.
The INVITE checks and the channel hashcash check move from the HTTP
handlers into the service, so both transports run the same code. An IRC
client cannot attach a stamp, so its PRIVMSG to a +H channel always
fails that check. The unfiltered channel list query, now unused, is
removed.

The IRC listener relayed only the first line of a PRIVMSG or NOTICE
body; it now sends one line per body line. A relayed MODE change now
carries its key, limit or mask, each value its own parameter, also in
the echo to the user who made it. CR, LF and NUL are removed from each
parameter and from each whole line sent to an IRC listener connection,
so no stored value can start a line of its own. The channel name check
moved into service.JoinChannel, so the IRC listener's JOIN refuses the
same names with 403.

Test databases in internal/handlers and internal/service were named
after the address of the running test. A later test could get the
address of a finished one, and with it a database that test's server
might still hold open. Each test database now gets a random name, as
in internal/ircserver.
A new test in each package opens two test databases at once and checks
that they do not share one; both new tests fail with the old names.

Viper treats an environment variable set to the empty string as unset,
so an empty IRC_LISTEN_ADDR fell back to the :6667 default and the IRC
listener could not be disabled from the environment. The config now
reads IRC_LISTEN_ADDR with os.LookupEnv as well, so an empty value
disables the listener and an unset one keeps :6667. Viper's own switch
for this applies to every setting, so it is not used. New config tests
cover both cases, and README.md says how to disable the listener.

GET /api/v1/history took a database id for before, but history
responses carry only each message's id, so a client had nothing to
pass for the next page. before now takes that id: the server finds
the message among those sent to the target and returns the page
older than it. An id with no such message gets 400 "unknown before
id" instead of a silent full page. A handler test pages back through
a channel using only ids from earlier responses, and README.md's
history section describes the new parameter.

The default database URL asked for WAL mode with `_journal_mode` and
`_busy_timeout`, which the SQLite driver does not read, so the database
ran in rollback-journal mode. The default now uses the driver's
`_pragma=journal_mode(WAL)` and `_pragma=busy_timeout(5000)` parameters,
in one constant that both the config default and the database fallback
use. The database no longer sets its own busy timeout after opening, so
the URL's value applies. A new test opens a file database with those
parameters through db.New and checks the journal mode and busy timeout.
README.md's database text now matches, and an in-memory test database
drops the same ignored parameter.

main held only the data race and test timeout fix, which next already
has as 915f56e, so every conflict is resolved to next's version and the
merge changes no file.

The MODE section described a query-only command. It now covers channel
and user mode queries and changes on the HTTP API and the IRC listener,
the letters each accepts, what is broadcast, and the error numerics.
The schema section now lists every table and column in
001_initial.sql.
Every other statement this change touches was checked against the code:
polled numerics carry their name in command and their number in code;
command errors are numerics with HTTP 200; the broker is keyed by
session; WAL is never on; a hostname falls back to the IP and is
public; and the IRC listener handles modes, NOTICE, INVITE, +s and +H
more narrowly, with gaps in its bridge to the HTTP API.

Every command a registered IRC listener client sends, PING and PONG
included, now sets last_seen on its session and its client, so the
idle cleanup no longer removes an IRC user who is still active; one
who sends nothing for SESSION_IDLE_TIMEOUT is still removed. The two
UPDATEs that GetSessionByToken ran for every authenticated HTTP API
request move into UpdateLastSeen, which both transports now call. The
IRC listener refreshes on every command, with no interval between
writes: that is what every HTTP API request already costs. README.md
describes last_seen to match.

USERHOST, VERSION, ADMIN, INFO, TIME, KILL and WALLOPS work on the
HTTP API and on the IRC listener. The USERHOST reply, the VERSION,
ADMIN and INFO text, KILL and WALLOPS are each one service function
that both transports call. User mode +w selects who receives WALLOPS.
MODE on your own nick queries or changes your user modes through one
parser on both transports: the whole mode string is checked before
anything is stored, and both flags are stored in one transaction. KILL
closes the victim's IRC connection after sending it KILL and ERROR,
without the operator waiting on it. The sessions table gains
is_wallops in 001_initial.sql, as the pre-1.0 rule in REPO_POLICIES.md
asks.

## Summary
- Moves schema_migrations table creation from inline Go code into internal/db/schema/000_bootstrap.sql
- Bootstrap SQL is executed directly before the migration loop (which starts from 001+)
- Go code does zero INSERTs for the bootstrap — 000_bootstrap.sql handles the INSERT OR IGNORE for version 0
- loadMigrations() skips 000.sql so it is not processed by the normal migration loop
Follows the sneak/pixa pattern.
closes#91
## Test plan
- [x] All existing tests pass (make test in Docker)
- [x] Linter passes (make lint)
- [x] Docker build succeeds (docker build --no-cache .)
- [x] Existing databases with schema_migrations table work (CREATE TABLE IF NOT EXISTS + INSERT OR IGNORE are idempotent)
