clawbot 60c0d4b5e3 Re-vendor the canonical files from sneak/prompts at dd4027b (closes #112)

Details 
The shared files are fetched from sneak/prompts dd4027b, with this
repository's own entries after the shared content in .gitignore,
.editorconfig and .dockerignore.

Lint and tests are Dockerfile phases (golangci-lint v2.14.0, Debian Go
1.24.13) that the build stage depends on, and the Makefile targets call
the script/ entrypoints. make fmt also formats Markdown with prettier.

Fixes for the new lint findings: the auth cookie is always Secure, an
IRC connection's relay goroutine stops when the connection closes, and
repeated strings are constants.

Details 
The Makefile no longer passes a build architecture; it set a variable that
does not exist, and the architecture is available at run time.

A plain docker build now stamps neoircd with the tag or short commit:
.dockerignore sends .git, without its config, and the builder takes the
version from the VERSION build arg when given, otherwise from git describe.
With .git present, an empty, dev or unknown version fails the build.

Complete rename of the application from `chat` to `neoirc` with binary name `neoircd`.

## Changes

- **Go module path**: `git.eeqj.de/sneak/chat` → `git.eeqj.de/sneak/neoirc`
- **Server binary**: `chatd` → `neoircd`
- **CLI binary**: `chat-cli` → `neoirc-cli`
- **Cmd directories**: `cmd/chatd` → `cmd/neoircd`, `cmd/chat-cli` → `cmd/neoirc-cli`
- **Go package**: `chatapi` → `neoircapi`
- **Makefile**: binary name, build targets, docker image tag, clean target
- **Dockerfile**: binary paths, user/group names (`chat` → `neoirc`), ENTRYPOINT
- **`.gitignore`/`.dockerignore`**: artifact names
- **All Go imports and doc comments**
- **Default server name**: `chat` → `neoirc`
- **Web client**: localStorage keys (`chat_token`/`chat_channels` → `neoirc_token`/`neoirc_channels`), page title, default server display name
- **Schema files**: all `$id` URLs and example hostnames
- **README.md**: project name, all binary references, examples, directory tree
- **AGENTS.md**: build command reference
- **Test fixtures**: app name and channel names

Docker build passes. All tests pass.

Multi-stage build: golang:1.24-alpine builder, alpine:3.21 runtime.
Verified locally: all fx modules instantiate, migrations run,
healthcheck responds at /.well-known/healthcheck.json.
