As requested in #10 — TODO.md with:

  • 10 design questions that need answers before implementation (atime, MFFileChecksum wrapper, permissions, path semantics, hash scope, GPG vs signify, determinism, version byte, detached signatures, duplicate packages)
  • 22-item implementation plan in 5 phases from foundation through release

The design questions have **Answer:** placeholders for you to fill in inline. Once answered, the implementation plan can proceed in order.
