The startup notification sent when DNSWATCHER_SEND_TEST_NOTIFICATION=true
ended "All notification channels are working." The message is written once and
handed to every notification endpoint before any delivery has succeeded or
failed, so that claim was never checked, and it was false whenever one endpoint
refused the message. Its last line now says only that it is a test notification
sent to every configured notification endpoint.
The startup notification test now compares the whole message, not just the
title and priority. No names are configured in that test, so every count in the
message is 0.
