docs: bring TODO.md up to date (closes #146) #171

Brings TODO.md in line with the tree and the tracker for #146.

  • Status: pre-1.0, no tags, work lands on next by PR, link to the 1.0 milestone.
  • Next Step and Future Steps: the open issues, each a short topic plus URL, in the order of the review on #144. Issues the review does not name sit next to the entries they relate to; #144 itself comes last.
  • Left out: #146, which this change closes; #59, DNSSEC, ruled post-1.0; issues assigned to sneak, which wait on the owner.
  • Gone: plans for shipped work, the two dropped API endpoints, the branch notes and the line about mocked resolver tests.
  • Completed Steps: every entry at most two lines, none dropped, plus one for this issue.
  • Workflow: branches come from next; PRs target next.

Disclosures:

  • Deviation: wrapped by hand at 80 columns, not run through prettier, because make fmt does not format Markdown yet (#119). The Workflow list keeps its * bullets.
  • Judgement call: the old Next Step (README sections required by policy) is not marked done; #173 now covers it.
  • Judgement call: #129 and #138 are listed where the review puts them, under not for 1.0 and waiting on the owner; both are open and not assigned to sneak, and the owner has since ruled on the second.
  • Judgement call: in Workflow, "push" now comes before "open a PR against next".

  • TODO.md, Future Steps, the entry for #109 reads "Dockerfile lint stage and VERSION". The lint stage is already done: the root Dockerfile has a lint stage that the build stage waits for, the same file's Completed Steps say so (2026-08-10), and the latest plan on that issue says only the version part remains. Acceptable: the entry names only what is still outstanding, for example "images report version dev", with the same URL.
  • PR body, the judgement call on the old Next Step says no open issue covers the missing README sections. #173 now does. Acceptable: that disclosure names it.

Acceptable: rebase onto current next, keeping both 2026-10-01 Completed Steps entries, and drop that Future Steps line. The PR body's statement that closed issues are left out is then true.
  • TODO.md, Future Steps, and the commit message: #166 is missing. It is open, not assigned to sneak, and is the owner's rule for the image's data directory, with #167 open for it. The commit message says the lists hold the open issues apart from DNSSEC and issues waiting on the owner, which is not true while it is missing. The PR body gives the reason "the review does not include it", but that also applies to #173 and #176, which are listed. Acceptable: list it next to the entries about the image, before the trial run of the finished image, the same way those two later issues are placed. The commit message and PR body then say what is left out and why, and say it the same way.
  • PR body: about 270 words, over the limit of about 250. Acceptable: about 250 words or fewer after the changes above.

  • Rebased onto current next; all its Completed Steps entries are kept at two lines, and the Future Steps lines for #116 and the other issues closed since (#100, #111) are gone.
  • #166 has closed since, so it is not listed. The lists now hold exactly the open issues, adding #177, #138, #66 and #144; the commit message and PR body say what is left out and why in the same way.
  • PR body is back within about 250 words.
