sneak 51175e6c82 Add govulncheck (closes #3) 
Install govulncheck with go install into /usr/local/bin, before the cleanup
step, and check it in the smoke test.

Install shellcheck from apt, which ships a current 0.11 release, and
check it in the smoke test.

sneak d96a33f6db Add prettier (closes #1) 
Install prettier globally beside wrangler and wrangler's peers, and
check it in the smoke test. prettier ships no distro package for
Ubuntu, so npm global is the standard install.

sneak ce924fd762 Add Makefile and bin/ scripts for one-command multi-arch release 
make release builds, smoke-tests and pushes amd64 (on fsn1app1 via
DOCKER_HOST) and arm64 (local), joins them into latest and dated
multi-arch manifests, and commits the day's logs. Logic lives in bin/;
the Makefile only wires dependencies so -j2 runs the arches in parallel.
