A save wrote trackedTokens whole. With two popup pages open on one network, one page's save dropped a token the other had just added and brought back one it had just removed. See #717.
A save that keeps the network now merges this page's change into the stored list by contract address. A save that switches networks is unchanged.
mergeTrackedTokens() does that merge. takeStoredTrackedTokens() and networkTrackedTokensWithChange() now call it too. It keeps one record per contract address, so a token held twice no longer multiplies. The second click that tracks a token twice is #727.
Only the stored record is merged, as for wallets. A page's own list still shows the other page's change only after it next loads.
Disclosures:
Judgement call: mergeTrackedTokens() gives the stored list this page's records before it calls mergeListByIdentity(). The one-record step alone stores the same list, but mergeListByIdentity() would then log an error saying it kept both records.
No test: the one-record step through takeStoredTrackedTokens() or networkTrackedTokensWithChange(). The new test drives it through a save only.
No test: the check baseline.networkId === current.networkId. It matters only when a later save retries a switch whose own save failed. A test for it cannot fail on next, which writes the list whole on that path.

1. A token held twice multiplies on every later change to the tracked list
Where: the new trackedTokens merge in saveStateOnce(), src/shared/state.js.
What is wrong: when this page and the stored list each hold one token twice, each add or removal on this page multiplies the copies in the stored list. A user gets there with one extra click: pressing the add button on SettingsAddToken or AddToken again while the first click's contract lookup is still waiting tracks the token twice. Adding two more tokens then stores it 4 and then 8 times. After the popup reopens, the next change stores it 64 times. Settings lists every copy, and each refresh reads the balance once per copy. On next the same clicks stay at 2 copies, so this is a regression. The PR body says this case needs its own issue, but the multiplying comes from this merge.
What acceptable looks like:
In that branch, pass the list mergeListByIdentity() returns through a Map keyed by contract(token), and store the Map's values() as an array. The stored list then holds one record per contract address.
Say so in the comment above the merge.
Add a test to tests/trackedTokensPerNetwork.test.js: bootOnAddToken("mainnet", { trackedTokens: [MAINNET_TOKEN, MAINNET_TOKEN] }), then addNewToken(boot), then expect the stored trackedTokens to equal [MAINNET_TOKEN, added]. It fails on the current head.
Remove the sentence about storing it four times from the PR body.
Follow-up notes, none of which fail this review:
src/popup/views/addToken.js and src/popup/views/settingsAddToken.js: the "already tracked" check runs only before the lookup, so the second click above tracks the token twice on next too. This needs its own issue.
takeStoredTrackedTokens() and networkTrackedTokensWithChange() in src/shared/state.js multiply a token held twice in the same way, on next too. This is from reading the code, and it needs its own issue.
No test covers baseline.networkId === current.networkId. Without that check, a retried switch whose own save failed puts a token another page added on the old network onto the new network's list. A test can drive that: make the switch's write fail, write the other page's add to storage, then save again.
Disclosure: the second click was run on SettingsAddToken through the popup code in the test setup, not in a browser. AddToken has the same check order, from reading the code.

The finding in #726 (comment) stands. Two changes to its acceptable form, so that this is fixed once:
mergeListByIdentity() keeps colliding records on purpose, for wallets, so it stays as it is. In src/shared/state.js, add mergeTrackedTokens(base, ours, theirs): the mergeListByIdentity() call by contract address with this page's record winning, then the result reduced to one record per contract address. saveStateOnce(), networkTrackedTokensWithChange() and takeStoredTrackedTokens() all call it, so the review's second follow-up note is fixed here too.
The second click that tracks a token twice is #727, not this PR.
The test the review gives, the comment above the new function and the PR body sentence stand as it says. The review's note on baseline.networkId stays a note.

Removed the four-times sentence from the PR body, along with the rest of that bullet, which this change made untrue.

PASS: the first review's finding and the manager's change to it are both done, and a save now merges this page's tracked token change into the stored list as #717 asks.
Follow-up note: no test covers the line in mergeTrackedTokens() that gives theirs this page's records; without it the stored list is the same and only the error log comes back.
Disclosure: the other page's change was written to storage in the test setup, not made by a second popup page in a browser.
