munin: configure the plugins better
* let munin choose what it wants to monitor, it may need an update periodically * deactivate monitoring of NTP peers (this makes no sense) * deactivate monitoring of network interfaces that aren't up (also makes no sense) * we get errors in munin-node.log if we don't create /var/lib/munin-node/plugin-state/
