sneak f3cc71ccae Run script/test quietly with coverage, rerun failed tests verbosely (closes #315)

The first run is go test -race -cover without -v, so a green run prints
one line per package with its coverage. On failure, the top-level tests
named on "--- FAIL:" lines are rerun with -v in the packages that failed,
then the script exits 1 whatever the rerun's result. Rerunning only the
failed tests keeps a red build log far below the 2 MiB at which the
Docker build cuts it off (issue 414). The timeout, -p 4 -parallel 8 and
their header comment are unchanged.

script/test now runs go test without -v. The Docker build cuts each step's log at 2 MiB, and the verbose output of the whole suite passed that limit before any failure was printed, so a red script/cibuild showed only passing packages. Without -v, go test prints one result line per package and, for a package that fails, everything its tests wrote, the application's log lines included. -race, -p 4 -parallel 8 and the 90-second per-package timeout are unchanged.

The cause of the red builds was fixed by the cheaper test hashing already on next; the same two changes go to main separately.

clawbot bfdbc937c6 Keep make test under 2 GB of memory (closes #344)

Every test that starts a database seeds the admin account, hashing its password with Argon2id at 64 MB, about 150 MB under -race, and internal/handlers and internal/database ran dozens of those at once. That was the memory, and most of internal/handlers' run time; the product code does not leak.

HashPassword now hashes at a 1 MB cost only when testing.Testing() reports a test binary, so every test package gets it with nothing to add and a binary built by go build always hashes at the shipped parameters. TestHashPassword_ShippedParameters still hashes and verifies through HashPassword at the shipped cost. script/test adds -p 4 -parallel 8.

clawbot 9d29baaa2d Commit the Alpine.js tarball in 3p/ and extract it at build time (closes #345)

The build no longer downloads Alpine.js. Its npm package tarball is committed as 3p/alpinejs-3.14.9.tgz, byte for byte the file script/fetch-assets downloaded, with the sha256 that script pinned. script/assets (make assets) extracts package/dist/cdn.min.js to the ignored static/js/alpine.min.js; script/test runs it, so make test, make check, the pre-commit hook and the Dockerfile get the file with no network access, and make build, run and dev run it too.

Removed: script/fetch-assets, its Dockerfile step, static/vendor.sha256 and static/vendor_test.go. The README describes the new flow.
