clawbot 6257c6ec23 Name each database target's archive for its webhook and target (closes #376)

Each database target now has its own archive file,
archive-WEBHOOKNAME-TARGETNAME-TARGETID.db, instead of one
archive-WEBHOOKID.db per webhook. delivery.ArchiveFileName builds the
name: each name is lowercased, keeps ASCII letters and digits, turns
every other run of characters into one dash, and is cut to 40
characters.

A change of webhook or target name renames its archive files under the
archive writer's lock, before the new name is saved, and back again if
the save fails. A rename never replaces a file: if one already has the
new name, the edit is refused. Deleting a target evicts only that
target's writer. Archive files are never deleted, and nothing looks for
files under the old name.

clawbot 4a724130ca Close archive writers when the delivery engine stops (closes #280)

The engine cached archive writers and never closed them at shutdown,
so after a clean stop an archive's rows could sit in its -wal while
the .db held no table. The engine's stop hook now evicts every cached
writer once its workers have returned, the same way deleting a webhook
does, so a clean stop leaves each archive as one file and a late write
is refused. If the workers do not return within the stop budget, the
writers are left open as a kill would leave them: closing would wait
on a write in progress, and a still-running worker would open new
ones.

The README no longer says archives keep their sidecars across a clean
stop.

The delivery engine worker pool and the retention reaper both rooted their
goroutines in the fx OnStart hook context, which fx cancels 15s into startup.
Both now use context.WithCancel(context.Background()), bounded by OnStop.
