REPO_POLICIES.md sets 20 seconds as the target for the test suite and 60 as the hard cap, and asks for an improvement bug when a suite lands between the two. In the test phase of the Dockerfile, under -race, the internal/vaultik tests take about 34 seconds and the internal/database tests about 23 on the shared build host. Both are under the cap.

Definition of done

Each package's tests finish in under 20 seconds in the test phase, and the restore round-trip tests in internal/vaultik/integration_test.go still run in full.

Implemented in #265. Most of the internal/vaultik time was 24 tests kept serial only for log.Initialize; they now run in parallel. TestLargeDatasets makes its inserts in one transaction, and TestDedupOnlySnapshotRestores no longer sleeps. Per-test figures are in the PR.
