The deploy model (issue 12, merged in PR 32) has apps build FROM the smallwebwaf image. This sets what that image is built on: the latest Ubuntu LTS release, with nixpkgs installed, so an app built on it can add its dependencies from nixpkgs.
Definition of done
SPEC.md and README.md say the smallwebwaf image is built on the latest Ubuntu LTS release with nixpkgs installed, and show an app's Dockerfile adding a dependency from nixpkgs on top of it.
Pinning: the repo policy pins base images by digest. The spec reads "latest Ubuntu LTS" as the newest LTS release, pinned by digest, and moved to the next LTS when that ships. If that reading does not fit what sneak meant, the question goes to him on this issue before the PR merges.
Docs only; building the image stays with milestone 2 (issue 14), which stays paused.
