The OWASP Core Rule Set run by Coraza, as SPEC.md (#9) describes. The spec's third review (#9 (comment)) found that at its defaults it still refuses ordinary traffic; the spec settles that before this is built.

Not scheduled: it waits for sneak to put it in a milestone.
