we are going to support the routewatch ip info api via a plugin
routewatch (https://git.eeqj.de/sneak/routewatch) answers, for an IP address, the routing information it holds: among other things, the prefix the address is announced in and the origin AS. The request tags he approved on 197 take their sources as modules (#195).
Definition of done:
A tag-source module asks a routewatch instance's IP info API about each client address and adds tags from its answer, at least the origin AS and the announced prefix.
The routewatch URL is a setting. With it unset, the module is off and nothing else changes.
Answers are cached for a time, so one client's requests do not each cost a lookup.
A slow or unreachable routewatch never delays or refuses a request: the tags are missing, and the log says why.
Tests run it against a stand-in HTTP server that answers like routewatch's API.
make check passes.
This comes after 195 and 197.
