The program is now sww, built from cmd/sww, with two modes: sww rproxy and
sww discriminator. servewaf becomes discriminator everywhere it names that
daemon: the package (internal/discriminator), its types, functions, files, the
discriminator_line log field, and its docs and tests.
smallwebwaf is left only where sneak's directive allows it: the documents'
product name, the git.eeqj.de/sneak/smallwebwaf URLs, and the Go module path
sneak.berlin/go/smallwebwaf. Everywhere else a name containing it takes the sww
form: the package (internal/sww), metric names (sww_*), the X-Sww-* headers,
the /_sww/ admin endpoints, the OS user, and the state and rules directories.
The SWWAF_ environment variables take the SWW_ form.
No logic changes. make check passes.

A path rule matched only the path as the client sent it, so /%2eenv got
past the default env-file rule while an app that decodes the path
serves /.env. A path rule now matches the path as sent or decoded once,
as a uri rule already did, and so does a path in SWWAF_TRAP_PATHS:
/%77p-login.php matches /wp-login.php. The query is cut off before the
path is decoded, and the path is decoded only once, so /%252eenv is not
/.env. A ban's notes keep the path as sent. SPEC.md and README.md say
so.

SWWAF_TRAP_PATHS: a request whose path, as a path rule sees it, is one
of them is a clear sign of attack, banned as a ban rule's match is; the
ban's notes give its trap_path. Checked after the rate limits, before the
rule files.
SWWAF_ERROR_BURST_THRESHOLD (default 30, or off): more refusals in a
minute after a block or ban rule or a trap path, or for a missing or
wrong token, ban the client as a broken limit does. Counted in
clients.json's minute_refusals; limit_hit error_burst, notes kind
refusals.
A token refusal is now the offence token_refused, and
smallwebwaf_offences_total counts every kind the history does.
Judgement call: the threshold is not lowered by a client's limit percentage.

SWWAF_ALERT_WEBHOOK_URL gets one JSON POST per alert, in SPEC.md's
schema, with SWWAF_ALERT_WEBHOOK_HEADERS: ban and permanent_ban, with
the ban's notes, in observe mode too, marked mode observe and worked
out only when the alert would be sent; source_failure for GeoJS;
file_error for a rule or state file with an error. SWWAF_ALERT_EVENTS
chooses; SWWAF_ALERT_COOLDOWN holds back repeats by netblock, file or
source; past SWWAF_ALERT_MAX_PER_HOUR the hour ends in one summary. A
bounded queue, retried with backoff, holds up no request; a 4xx other
than 408 and 429 gives the alert up. alerts.json keeps the queue, the
cooldowns and the hour. Nothing shows the URL's path or query.
Judgement call: the summary's event is summary, which SPEC.md omits.
Judgement call: an admin's ban raises no alert.

Every *.rules file in SWWAF_RULES_DIR not named with a leading dot is
read at start, and again 2 seconds after the directory's last change.
Each request is checked against the rules after the rate limits: log
notes a match, block refuses with 403, ban refuses and bans the netblock
for SWWAF_ATTACK_BAN_DURATION, made permanent by its next request or
attack. path, query and uri are matched as the request line sent them;
header:Host and header:Transfer-Encoding are refused. Bans gain a cause.
The image ships 00-default.rules.
Judgement call: a header sent twice is matched with its values joined
by ", ".
Judgement call: SWWAF_MAX_BAN_DURATION does not cap a ban for an attack.
Not in this unit: offences for rule matches, with the error burst.
