Reformat all Markdown with prettier

Mechanical result of `make fmt` now that prettier runs over Markdown:
README.md and TODO.md rewrapped to the house settings (4-space,
proseWrap always). REPO_POLICIES.md was already compliant. No prose was
changed by hand in this commit.
