TODO.md has not changed since #1 and no longer matches the repo:
It says "for now only sneak merges into next", but reviewed issue PRs are squash-merged into next by clawbot after an independent review; only sneak merges next into main.
"Status" describes only the standards adoption; macOS support (#2), the Starlink status lines (#3) and the version stamp (#10) have landed since.
"Next Step" lists issues 2 and 3, both closed.
Fix (docs only, after #8 and #12 have landed): bring the workflow lines, "Status" and "Next Step" in line with the tree and the tracker at that time. Every sentence must be true of the tree; nothing is promised that the code does not do.
Done when TODO.md is accurate against next and formatted with make fmt.
