Found by the independent review of #37. REPO_POLICIES.md lists .dockerignore among the files every repo has; routewatch has none, so every docker build sends the whole working tree, .git and any local build output included, as its build context.
Definition of done
A .dockerignore keeps .git and local build output (bin/, *.tar.zst and the like) out of the build context.
Nothing the image build needs is excluded: make docker still runs the format check, the linter and the tests and builds the image, and the image still starts and turns healthy.
make check stays green (in the Docker build).
