sneak decided that homoicon keeps a local copy of sobek, its JavaScript engine, and fixes it in its own tree: sneak/homoicon#1759 (comment). sneak/homoicon#1773 adds replace github.com/grafana/sobek => ./third_party/sobek to its go.mod, and the canonical .golangci.yml makes gomoddirectives refuse every local replace. Lint configuration is fixed here, never in a product repo (REPO_POLICIES.md), so homoicon re-vendors the file from next once this lands.
