From the homoicon package survey (sneak/homoicon#1608 (comment)), which sneak asked for on 2026-10-14: homoicon's storage package grew to decide permissions, parse wiki links and mint login tickets because briefs named the files beside existing code, code two packages needed went into the lower one, and nothing asked whether a package's name still covered its work.
Change.REPO_POLICIES.md, beside the internal/ layout rule, gains one rule: a package does what its name and its doc comment say; code two packages share goes in a third package both import, never into whichever of them sits lower.
The fleet's own briefs, builds and reviews already carry this (project-management a9ada62); this puts it where every repo reads it.
Definition of done
The rule is in REPO_POLICIES.md on next, in plain words, without new terms.
