Say that a re-vendor keeps a repository's own .gitignore and .editorconfig entries #104

Found in review of sneak/smallwebwaf#67, a re-vendor under #78. The canonical documents disagree on whether a repository may add to .gitignore and .editorconfig:

  • prompts/NEW_REPO_CHECKLIST.md says to fetch .gitignore and "extend for language-specific artifacts", and prompts/CODE_STYLEGUIDE_GO.md asks a Go repository to ignore at least *.log, *.out, *.test and its binaries. prompts/REPO_POLICIES.md says .editorconfig enforces "the project's indentation".
  • But no sentence says a re-vendor keeps those additions, and the .golangci.yml paragraph names its only exemption from byte-identity explicitly. A re-vendor read that way replaces .gitignore with the canonical copy: in smallwebwaf that dropped /bin/, so after one make build the binary shows as untracked and host builds stamp the version -dirty. The canonical .editorconfig has no [*.go] section, so a Go repository that drops its own loses tabs for Go files.

Fix

In prompts/REPO_POLICIES.md (the .gitignore and .editorconfig bullets) and both checklists, say in plain sentences that these two files are the canonical content followed by the repository's own entries for its language, and that a re-vendor replaces the canonical part and keeps those entries. Add [*.go] with indent_style = tab to the canonical .editorconfig, since gofmt decides Go indentation for every repository; it changes nothing for files that are not Go.

Definition of done

  • No canonical sentence leaves a reader unsure whether a repository's own .gitignore or .editorconfig entries survive a re-vendor (git grep -n -i -E 'gitignore|editorconfig' -- prompts/).
  • make check passes.
