Add .gitignore, LICENSE (MIT), Makefile, Dockerfile, .dockerignore,
and pin prettier via yarn lockfile for integrity-checked markdown
formatting. Update REPO_POLICIES.md self-reference to point to this
repo. Format markdown files with prettier.
