sneak a9504848a2 Re-vendor the shared files from sneak/prompts at dd4027b (closes #113)

The shared files are the sneak/prompts copies at dd4027b, with this
repository's own entries after them. make lint and make test each build
one Dockerfile phase without the cache, both covering the frontend
through a node stage; the builder stage waits on both and takes its
version from git describe unless VERSION is given. golangci-lint moves
to v2.14.0 with the new .golangci.yml; one test spells X-Request-ID as
canonicalheader asks. prettier formats only JavaScript, CSS, HTML and
Markdown, so .golangci.yml stays as fetched. script/fmt and
script/fmt-check put ~/.local/bin on PATH, which the shared workflow no
longer does. script/bootstrap keeps a Go only if it is exactly
GO_VERSION, and re-checks the go on PATH after installing.

clawbot 14eb376d79 test: automated responsive-layout harness (closes #13)

`make frontend-viewport-test` builds `dist/`, serves it from the same
digest-pinned nginx image and nginx.conf the shipping container uses, and
drives a digest-pinned headless Chrome over CDP. Viewport widths are derived
from the app's own @media breakpoints rather than a list of phone models: each
breakpoint is tested one pixel below, on, and above, plus four anchor
viewports. Assertions are on computed layout — horizontal overflow, off-screen
elements, clipped text, 44x44 tap targets, host-row reflow — not screenshots,
and each check declares the minimum elements it must find so a stale selector
fails instead of passing blind against a page it is not measuring. Kept out of
`make check`: it needs Docker and takes minutes. Proven able to fail before
being trusted.

sneak 65cc2014c6 Initial implementation of NetWatch network latency monitor
SPA for real-time latency monitoring to 10 internet hosts:
- 250ms update interval with 300s history sparkline graphs
- Color-coded latency display (green <50ms to red >500ms)
- HEAD request timing with no-cors mode for cross-origin support
- Built with Vite + Tailwind CSS v4, all dependencies bundled
- Designed for static bucket deployment
