REPO_POLICIES.md sets a target of under 20 seconds for make test. On next (729c671) the go test -race run inside the Docker build spends about 29 seconds in internal/handlers alone; every other package finishes in about 2 seconds or less. The suite is still under the policy's 60-second hard cap, so this is an improvement, not a red gate.
Definition of done
Find where internal/handlers tests spend their time and remove that cost at its cause (for example a wait, a long-poll timeout or per-test setup that does not need to be that slow), so the whole go test -race run in the Docker build finishes in under 20 seconds.
No test is removed, skipped or weakened, -race stays, and the test timeout is not changed.
One reviewed PR against next, landed after #112, which moves the tests into their own Docker phase where this is measured.
